This highly qualified expert attended Marist College before joining the New York Police Department. After his retirement from NYPD, he became the director of hospital police at Bellevue Hospital where he was responsible for the operations of the hospital police personnel and the overall safety and security of the hospital. This expert was formerly the Chair of NYC Health and Hospitals Board of Directors of Hospital Police. He designed and established a local Hospital Police Academy, where has trained approximately 800 health and hospital police officers annually. He began his career as a police officer with the Glen Falls Police Department where, during his 9 years with the department, he trained members of police department in firearms, tasers, and conducting defensive tactics and reality-based training exercises. He then went on to serve as a police officer with the Warren County Sheriff's Office. Currently, this expert serves as a consultant and instructor at a tactical training organization in New York. Throughout his career in law enforcement, he has gained expertise in defensive tactics and law enforcement training and has qualifications as a firearms instructor, defensive tactics instructor, taser instructor, and chemical munitions instructor.

This highly qualified expert in police policy and procedures has over 25 years of experience. After earning his BA from Saint Francis College, this expert went on to finish two MA programs in criminal justice and police management from Columbia University Business School and John Jay College of Criminal Justice. This expert also earned his MPA at Harvard University and his JD from CUNY School of Law. He is certified in federal emergency management administration as well as emergency incident management for executives. Formerly, this expert has held roles as a police officer, lieutenant, commanding officer, and sergeant with the NYPD. Currently, he is the president of a police training publication company and a consultant and general counsel for a NY police procedure consultancy.

This expert has more than three decades of experience securing public safety in municipal transit environments. As a Deputy Chief of a major transit network, he has authority over police operations in multiple areas of New York City, including in Penn Station. He has received advanced emergency management and intelligence training from FEMA, the FBI, and the DHS.
