This highly qualified police policy and procedures expert has over 35 years of experience, and has extensive experience in undercover and surveillance operations, as well as narcotics identification and investigations. He earned his AS in criminal justice from the County College of Morris, and both his BS in justice studies and his MSM in criminal justice administration from the College of Saint Elizabeth. He is also a graduate of the FBI National Academy. He is certified as a public manager and as a master use of force instructor and is active in his field as a member of several organizations, including the American Society of Industrial Security and the National Tactical Officers Association. This expert spent 24 years with the Union City New Jersey Police Department, beginning with the department as a patrolman. He then went on to work in the narcotics division as a detective, the narcotics task force supervisor, and eventually the commanding officer of the division while he was a lieutenant. He also served as a patrol tour commander, the police liaison to the Office of the Mayor, the patrol division commander, and the captain. Before his retirement from the police department, he served as the deputy chief of police. Since 2009, this expert has owned and operated his own private investigation company in New Jersey.

The qualified expert is cross-trained in vessel and vehicle accident reconstruction and in homicide/criminal investigation. He has conducted more than 1,500 investigations of serious and fatal vessel and vehicle accidents, and of crimes against persons and property. He was a board member of New Jersey State Police review boards that evaluated police vehicle accidents and pursuits for compliance with state guidelines and NJSP standard operating procedures. The expert is also a former NJSP Academy Instructior and NJSP human resouces administrator. Currently, the expert is a principal investigator for a private consulting firm specializing in boating and PWC accident investigation and reconstruction, and the investigation and reconstruction of police vehicular pursuits and emergency vehicle accidents. The expert also offers consultation regarding seamanship and captaincy matters and police procedures relating to police patrol matters and police activities at roadway construction sites. The expert also has experience in matters involving commuter bus passengers, school crossing guards and roadway construction zone activities. The expert has been recognized in an NJ area verdict publication regarding investigative work done in a police vehicular pursuit and police procedures matter.

During his last three years at FDA he spearheaded the agency's integration efforts with Customs and USDA on crosscutting interagency enforcement and operational issues; served as the FDA's point-person in managing the intersection of imports and FDA's new bioterrorism regulations; established joint agency and industry working groups to evaluate counterfeiting and tampering risks to food and drug distribution supply chains; was the agency lead in its strategic planning efforts to reinvent the FDA's import programs; wrote the initial statement of work and acted as program manager over the FDA's new PREDICT, risk-based electronic entry screening system; and directed the development of the FDA's agency-wide Risk-based Import Strategic Plan designed to improve compliance of foods, dietary supplements, drugs, medical devices, cosmetics, and biological products imported into the U.S. As CEO of a FDA consulting firm and Founder of an affiliated law firm, he currently represents domestic and foreign companies of all sizes, assisting them in identifying USDA, FDA, Federal Trade Commission (FTC), Environmental Protection Agency (EPA), and state requirements.
