Iowa child welfare expert witnesses assess child safety, family functioning, and service adequacy across the state’s DHS and juvenile court systems. They often are licensed clinical social workers, pediatricians, psychologists, or foster care administrators with experience in rural access barriers and Iowa’s community-based providers. They evaluate maltreatment risk, neglect standards, reunification planning, and permanency outcomes.
