This expert has over 45 years of experience in the field of Traffic Engineering. He earned his BS at St. Louis University and his MA in Civil Engineering at the University of Arizona. He is a Licensed Civil Engineer and a Certified Traffic Operations Engineer. He is active in his field as a member of several professional societies including the Institute of Transportation Engineers. He has previously served as traffic engineer for the City of Albuquerque, Maricopa County Department of Transportation, and Pima County Department of Transportation, as well as a Senior Project Manager for Lee Engineering. He has formerly served as the manager, city manager, and general manager of Metropolitan Parking System, the senior manager of Standard Parking/SP Plus, the vice president of business development at TCS International, the general manager and vice president of the northeast region for Amano McGann, and the vice president of operations for Park Assist. Most recently, this expert served as the chief executive officer of DESIGNA Access Corporation.

He is well-versed in parking design specifications, maintenance and operation procedures, traffic, and safety standards and best practices. He is a nationally recognized, award-winning transportation planning executive and leader with experience in transportation planning, parking/transportation demand management and transit planning/operations. He also has a background including planning, data analysis, management, operations, and government relations. The last 15 years he has been working for leading research universities overseeing efforts to improve and grow use of active transportation modes.

This expert has over 27 years of professional engineering experience encompassing public agencies (Federal Highway Administration (FHWA), the California Department of Transportation (Caltrans), academia (California State University, National University) and industry with over 200 technical publications. He taught at California State University and at National University various in topics such as transportation and highway engineering, including geometric design standards, traffic engineering and safety hazards as well as statistics. He started his work at Caltrans in 1991 as a transportation engineer before transitioning to a senior transportation engineer (Branch Chief), then being promoted to a supervising transportation engineer (Office Chief), then to a Division Chief. He received his Ph.D. in civil engineering (Transportation/Pavement Engineering) from the University of Arkansas, and received his M.S. in civil engineering (Construction Engineering and Management) from San Jose State University, and B.S. degree in Civil Engineering from California State University, Sacramento.

Early in his career, the expert worked as a Transportation Planning Engineer for a private firm and then as the Director of the Traffic Engineering Division for the City of Yonkers. More recently, he was a Traffic Systems Manager and the Assistant New York Division Director of Operations for the New York State Thruway Authority. The expert is now independent and consults on legal cases for both plaintiffs and defendants involving the design, construction, operation, and maintenance of roadways and related facilities.
