He was the president of a technology marketing and licensing company; served as an economist at the Department of the Treasury, where his responsibilities included corporate fraud, technology licensing and transfer pricing; and was a patent examiner at the U.S. Patent and Trademark Office. He holds a BS in engineering and an MA and a PhD in economics, all from Duke University.
